Prioritization


  Overview  

The objective of Prioritization is to identify the most pressing problems or gaps and to rank them in order of importance and feasibility. Prioritization is essential to effective planning and for strong HSE-MIS performance.

 

 


 Key Concepts  
  • Prioritize the list of solutions, determine the amount of time each step will take and identify potential bottlenecks. Project management tools that include a critical path analysis will be beneficial.
  • Ensure that business needs are the key driver of the Prioritization step.
  • Document barriers as they arise.

 

 
 Practical Advice  
  • Ensure that the following questions are considered when setting the priorities:
    • Is it critical for successfully implementing the Plan?
    • Is it a critical information link to business management systems?
    • Is it necessary for compliance with legal, regulatory, or internal requirements?
    • Is it critical to meeting supplier/customer requirements?
    • Is it necessary for employee/customer health and safety?
    • Is it critical to new product or process development and design?
    • Does it increase net present value/internal rate of return for the improvements?
    • What is the magnitude of the gaps in current HSE-MIS performance versus the functional requirements?
    • Does it improve environmental performance, reduce risks, increase sustainability, or improve the management and analysis of HSE information?
    • Will it contribute to long-term value by allowing better information sharing across the organization?
  • Priority should be given to processes identified as critical to the scope and objectives of the HSE-MIS Plan.
  • Document processes that have been "tabled" for potential future re-evaluation.
  • Watch out for potential bottlenecks such as scope creep, limited resources (time, personnel, and budget), and proposed solutions that could have a negative impact on the critical path.
  • Provide the opportunity for management to review the list of priorities and obtain its buy-in.
